Drowning is a leading cause of death among children in coastal and island communities, and Zanzibar's Aquatic Survival Programme teaches survival swimming and water safety to bring that risk down.
The Royal National Lifeboat Institution commissioned UPC to evaluate how the programme was being delivered rather than only what it achieved: how training reached communities, how instructors and schools were supported, what got in the way, and which parts of the model would hold up as it grows.
