Tanzania's local government authorities plan, budget, monitor and report on the services that reach households directly. How well those processes work decides whether national priorities survive the journey to the ward.
For UNICEF, UPC evaluated those processes across participating councils, following how plans and budgets are prepared, how spending and results are monitored, and where reporting breaks down. The evaluation sets out what would have to change for local planning to reflect the needs it exists to serve.
