Zanzibar's electricity supply rests on a small number of major installations, so investment at that scale carries consequences for households and businesses well beyond the grid itself.
UPC evaluated the project for Millennium Challenge Account Tanzania and the Ministry of Finance, examining how it was implemented and what it delivered against what had been promised, including for the people and enterprises it was meant to serve.
