Large infrastructure programmes in Tanzania have used two mechanisms to widen who benefits from them: skill-based groups, which open technical work to people usually left out of it, and gender focal points placed inside implementing institutions.
Millennium Challenge Account Tanzania commissioned UPC to evaluate both, looking at how the groups were formed and supported, what the focal points were able to change from inside their own organisations, and how far the model delivered on its gender inclusion aims.
